Grievance Redressal Mechanism
Grievance Redressal Mechanisms in Local Self-Government Institutions
Major Grievance Redressal Mechanisms
1. Local Self-Government Ombudsman
OMBUDSMAN FOR LSGIs
This is a higher judicial mechanism for submitting complaints against elected representatives or officials of local self-government institutions regarding corruption, irregularities, misuse of power, and dereliction of duty. The head of the Ombudsman is a person holding the status of a High Court Judge.
2. Local Self-Government Institutions Tribunal
LSGI TRIBUNAL
This is a court mechanism for filing appeals against decisions and orders issued by the Panchayat administration or Secretary, including refusal of licences and cancellation of building construction permits. Its headquarters is in Thiruvananthapuram.
3. Chief Minister's Portal
CMO PORTAL
Delays or other difficulties experienced in Panchayat services can be brought directly to the attention of the Chief Minister through the online portal. Complaints submitted through cmo.kerala.gov.in are required to be resolved by the concerned officials within the prescribed time.
4. K-SMART Portal
K-SMART CITIZEN PORTAL
K-SMART is the online single-window system of the Local Self-Government Department. Citizens can submit complaints related to Panchayat services online without visiting the Panchayat office directly and can also track the real-time status of their complaints.
5. Vigilance Department
VACB
Complaints can be directly submitted to the Vigilance and Anti-Corruption Bureau (VACB) regarding demands for bribes, major financial irregularities, diversion or misuse of government funds, and other forms of corruption that may occur in Panchayat offices.
Hierarchy for Submitting Complaints
First Stage
Panchayat Level
Panchayat Secretary / President / Grievance Redressal Committee
For local disputes and delays in applications, citizens should first submit a complaint directly to these authorities and seek a solution.
Second Stage
District Level
Joint Director / Deputy Director (LSGD)
If the issue is not resolved at the Panchayat level, a complaint can be submitted to the Joint Director or Deputy Director, who is responsible at the district level.
Third Stage
Legal Level
Ombudsman / Tribunal
If officials deliberately violate the law, engage in corruption, or deny eligible services, citizens can approach these legal bodies for redressal.
